Darkdread wrote great tutorials on this very subject. They are basically the staple of this type of thing. Also, tilex is a pretty OK tutorial for beginners. Both can be found in the tutorials section.

You seem to be worried about some restrictions that are on QB. You should check out FreeBASIC - QB only 32 bit, for Windows, and no limitations that restricted QB, like program space, graphics, and memory. Check out www.freebasic.net for more info.

Subscript out of Range is a terrible error; it can mean way to many things. It just doesn't make sense. Stupid microshit.

Yes, I have an idea.

Use the RBG() function, and find a converter for the hex to RBG.
