You seem to be worried about some restrictions that are on QB. You should check out FreeBASIC - QB only 32 bit, for Windows, and no limitations that restricted QB, like program space, graphics, and memory. Check out www.freebasic.net for more info.

Use the RBG() function, and find a converter for the hex to RBG.
