Windows 10 1607, 64 bit desktop had Update downloads that were never downloaded!

Reboot has this:

Image
Just dots going across up top with nothing indicating anything!

Windows Update Assistant icon is on desktop to left of window, just says Thanks for Upgrading and closes...
Image
The icon apparently installed recently by itself...as did AVG

A second try has this window popping up over and over and over!
Image
No way to stop it either!...X is grayed out...I reboot
Minimizing does not help either...app appears over and over in taskbar too...

Reliability says Execution Service has only crashed once all week...

32 bit Win 10 laptop lasted 5 days, quit scrolling, time to reboot too...
Start Menu will not come up AGAIN! Finally get to Restart and click 10 times...nothing!
Finally shuts down after 3 minutes of Restarting...shuts down!
1511 and 1607 SUCK!

Microsoft to developers: age rate your app by today or we’ll delete it
Microsoft wants more and more people to use its app store. But that’s not going to happen while it remains a relative Wild West. As a result, Redmond is working hard to add some much-needed checks and balances to its platform. One of these is age ratings.

Developers have up to today to rate their games using the International Age Rating Coalition’s (IARC) system. There are also ratings available for specific markets, like North America, Europe, Germany, Australia and Brazil.
Up to TODAY! September 30th, 2016

Latest update to Windows 10 Anniversary causing installation woes!
Microsoft rolled out this week the seventh Cumulative Update of fixes to Windows 10 Anniversary Update since the Anniversary (1607) version of Windows 10 began going to customers on August 2.

This week's Cumulative Update, Build 14393.222 (aka KB3194496), is causing installation issues for some users. I don't know how many are affected -- it's definitely nowhere near "all" -- but reports are coming in on Twitter and in Microsoft support forums from those who can't install the update, resulting (at least for some) in an endless loop of repeated attempts.
My 64 bit Windows 7 to 10 desktop STILL has refused to find the latest updates!

Finally my 64 bit desktop provides eligible downloads after closing and restarting Settings:
Image
Chances are that these were listed a week ago. No telling how long it will take to download...if ever...

Hours later and still no download...so try to update Windows Defender:
Image
Says connection failed....Chrome too...reboot and try again.
This time Windows Update starts to download up to 90% and stops.
Other 10% takes another half hour.

Windows Defender updates and I run a Quick Scan with no problems found.
Defender status is yellow as it is set to scan periodically in Win 10 v 1607.

Image

Windows Update failed with following! Downloads all over again...:
Image
Apparently new update with previous Adobe Flash update that failed.

Reboot took forever and desktop came up without taskbar or icons.
Hit Ctrl-Alt-Delete to get desktop icons and taskbar restored.

Now my 8.1 Windows Phone Email app stopped loading new emails!

I had to reboot the phone so it would sync up...

KB3197356 Windows 10 Cumulative Update is Available (14393.223)
This cumulative update resolves an issue in which some sites do not load in ]Microsoft Edge after KB3194496 is installed. This issue occurs when a user is on a page that specifies a character encoding hint that isn’t present on the computer, and the user browses from that page to a location that uses HTTP redirection. Windows 10 updates are cumulative. Therefore, this package contains all previously released fixes.
Script Released to fix KB3194496 Update Installation issues!
Microsoft has made available a script to fix KB3194496 installation issues. The installer file UpdateRegistry.msi (encapsulates a CMD file and a PowerShell script) when run, takes ownership of the XblGameSave Task registry keys and clears them so that the update KB3194496 (14393.222) can install successfully. Then it removes the task file “XblGameSaveTask” from the “XblGameSave” folder.

Windows 10 desktop and laptop are up to date and running!
Laptop was rebootable after more than 7 days running for first time!

Replace Settings with Control Panel in Win+X Menu in Windows 10 Build 14942
Starting with Windows 10 Insider Preview Build 14942, the Win+X menu items (the menu which appears when you right-click on Start) which were pointing to the classic Control Panel applets are now directing to corresponding pages in the modern Settings app. Also, the entry “Control Panel” is now replaced by “Settings” in the Group 2 section of the Win+X menu.
Microsoft's new version of Paint may debut at Surface AIO event
The app, which looks to have been distributed to Microsoft testers in May, is surprisingly speedy, Warren notes. He adds that it’s now much easier to use the app with your fingers but unfortunately, it doesn’t appear to include layering support which will no doubt limit its usefulness. The app also doesn’t have many helpful shortcuts like you’d find in Photoshop nor does it allow for multiple files to be open simultaneously.
The app can be installed on Windows 10 November Update (Build 10586),
Anniversary Update (Build 14393) and Redstone 2 (Build 14936 or later) 64-Bit.

Five surprises in the latest Windows 10 Insider build
Build 14942, a Redstone 2 preview released to Insiders last week, comes with a laundry list of changes, which my colleague Mary Jo Foley summarized last week. Yes, most of what's new in this build consists of "minor feature tweaks." But look a little deeper and you can get a glimpse of what those changes portend for the future of Windows.
Windows patches start getting cumulative for 7, 8, 2008, and 2012
Starting in February 2017, Microsoft intends to add older fixes from before the current month to the packages. Over the course of several months, the cumulative updates will become bigger and bigger, incorporating an ever larger quantity of the available Windows 7 and Windows 8.1 fixes. The ultimate goal is that these cumulative updates will be sufficient to get a PC completely up to date. Eventually, this will mean that you'll no longer have to install hundreds of individual updates across multiple reboots to get a fresh install patched.

Microsoft researchers reach human parity in conversational speech recognition
In a paper published Monday, a team of researchers and engineers in Microsoft Artificial Intelligence and Research reported a speech recognition system that makes the same or fewer errors than professional transcriptionists. The researchers reported a word error rate (WER) of 5.9 percent, down from the 6.3 percent WER the team reported just last month.

The 5.9 percent error rate is about equal to that of people who were asked to transcribe the same conversation, and it’s the lowest ever recorded against the industry standard Switchboard speech recognition task.

10 beloved PC programs Windows 10 renders obsolete
Windows 10 and its massive Anniversary Update have brought a wide range of improvements designed to eliminate hassles—but several of those upgrades have rendered some of our favorite tools all but obsolete. Rather than mourn these beloved programs and services, let’s rejoice in the fact that they inspired Microsoft to make Windows 10 that much better. (And don’t hesitate to download these gems if you’re still on an older version of Windows!)
The best programs to run Android apps on your Windows PC

How to Turn Your Windows PC Into a Wi-Fi Hotspot (including W10 1607)
If you’re running Windows 10 with the Anniversary Update (1607) installed, then you’re in luck. With that update, Windows now has a single switch for turning any PC with Wi-Fi into a hotspot, and it doesn’t matter whether the Internet connection you want to share is wired or wireless.

First, fire up Settings by pressing Windows+I on your keyboard. On the main Settings page, click "Network & Internet.”

On the Network & Internet page, on the left-hand side, click “Mobile hotspot.”

On the right-hand side, turn on the “Share my Internet connection with other devices” switch. If you want something other than the default network name and password, click the “Edit” button.
Link includes Windows 7 and 8. Apparently not Windows 10, 1511.

Day 7 on laptop has Chrome flashing on and off upon wake up.
Perhaps the email being read was deleted on my phone. Had problems changing to other tabs also...
Closed Chrome and it still took a while to respond. Restarting Chrome fixed that however.

How to Copy Command Prompt Output Text to Clipboard or Save to File?
Using Keyboard shortcuts:
Press Ctrl + A to select all text, and press {ENTER} to copy it to clipboard.

Take a Screenshot:
In some cases you may not require the text output, and a screenshot is sufficient. WinKey + PrntScrn keystroke is used to take a screenshot quickly in Windows 8 and 10. Or use the excellent built-in Snipping Tool. Check out How to Take a Screenshot in Windows? Different Ways Explained for a detailed guide.

The biggest features coming in the Windows 10 Creators Update
Microsoft announced the next big update to Windows 10 at its Surface event today. It's called the Window 10 Creators Update and it'll be available as a free download this spring. As the name suggests, the focus for this update is creativity, with Microsoft grouping its new features into three main categories: 3D, gaming, and (rather broadly) people. Let's break down exactly what that means.

"3D for everyone"
This is the big one. Microsoft says it wants Windows 10 to be a home for not only virtual reality, but also augmented reality and holographic computing — aka the HoloLens. To achieve what Microsoft is describing as its "2D to 3D journey" it's introducing a whole range of new tools that support 3D content.
Windows Insiders beta program will be able to download an early build this week.

Microsoft's popping up ads from the Windows 10 toolbar
Surprise! Microsoft’s at it again, reminding users to sign up for Microsoft Rewards (formerly Bing Rewards) by using Edge, Windows 10’s built-in browser. My colleague Brad Chacos was hit by the ad after hours, reported it, and immediately erased Edge from his toolbar.

Here’s what we know: The popup doesn’t seem to appear if you use Edge frequently (Brad does not). Personally, I’ve never experienced a similar ad, though I use Edge as well as Microsoft Rewards, meaning there’s no need for such an ad to appear.
How to Stop Microsoft Edge’s Pop-up Notifications

Microsoft's dream of Windows on phones is as good as dead
Microsoft spent the lead-up to the launch of Windows 10 boasting that the new operating system would reach one billion active devices within three years, across PCs, phones, tablets, HoloLens holographic goggles, and the Xbox One console.

A big reason for Microsoft's insistence it could get a billion users was to attract developers to the Windows Store, the app market that's available across Windows 10 on all devices.

Open File Explorer to Downloads Folder by Default in Windows 10
The Folder Options setting “Open File Explorer to:” is saved in the following registry key:

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Advanced

Value name: LaunchTo

Data: 1, 2 or 3 which is undocumented (not configurable via Folder Options dialog)

1 – File Explorer opens to “This PC”
2 – File Explorer opens to Quick access
3 – If the value data is set to 3, File Explorer defaults to “Downloads” folder.
Quick Access somehow happened on my 32 bit W10 laptop on its own long ago:

The Printkey folder that I created long ago for my PrintKey2000 program was also added somehow...

Microsoft postpones Windows EMET anti-exploit tool's retirement
Microsoft last week announced that it would support the Enterprise Mitigation Experience Toolkit (EMET) through July 2018, a year-and-a-half extension for the anti-exploit utility.

At the same time, the Redmond, Wash. company dismissed EMET as a behind-the-times tool, and again urged customers to upgrade to Windows 10, arguing that the new operating system is much more secure than previous editions when supplemented by EMET.

How to Enable PUA, PUP or Adware Protection in Windows Defender?
Enable PUA Protection Using PowerShell in Version 1607 as 1511 does not run Defender along side of another AV program. If 1511 only uses Defender then that would work also.

In Start menu Apps program list W use Windows PowerShell (powershell.exe) as administrator. Right click Windows PowerShell in drop down list of Windows Power Shell and select Run as Administrator

Copy and Paste to title bar menu or type and Run the following command and press ENTER:

Set-MpPreference -PUAProtection 1

Note that the registry path is protected and can’t be edited using the Registry Editor, unless you’re editing it as SYSTEM. You can run the above command using a 0 value to stop it if needed.

OR
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Applets\Paint\Settings
Note: The “Paint” key doesn’t exist by default. You need to create it manually, and then the “Settings” subkey.

Changes made to HKEY_LOCAL_MACHINE would apply the setting for all users on the computer.

Double-click DisableModernPaintBootstrap and set its value data to 1
Microsoft Replaces Command Prompt with PowerShell in Latest Windows 10 Build
You can still stick with Command Prompt… for now
For the moment, the company still gives users the possibility of sticking with Command Prompt, but it’s not yet clear for how long, as Microsoft is expected to get rid of it completely at some point in the future.

“For those who prefer to use Command Prompt, you can opt out of the WIN + X change by opening Settings > Personalization > Taskbar, and turning ‘Replace Command Prompt with Windows PowerShell in the menu when I right-click the Start button or press Windows key+X’ to Off,” Dona Sarkar, head of the Windows Insider program, said.

Windows 10 informs Chrome and Firefox users that Edge is ‘safer’
If this sounds familiar, that’s because Microsoft turned on similar Windows 10 tips back in July, warning Chrome/Firefox users about battery drain and then recommending Edge instead. Those notifications were on the battery icon in the operating system, while this new one is on the Edge icon:
Did it turn the battery indicator RED like it did on my laptop?
Image
This time, the spokesperson added that Windows 10 users can always change default settings and preferences, including turning off these notifications in their system’s settings (for those interested, open the Settings app => System => Notifications => Disable “Get tips, tricks and suggestions as you use Windows”).

One year on and Microsoft still makes it hard to be productive on UWP
To be exact, it has been a problem ever since Microsoft shipped Windows 10. Consider, Universal Windows apps are the future of Windows – so Microsoft intends us to be productive and creative on universal apps on our PCs and tablets, yet none of Microsoft’s Windows 10 Apps currently support running multiple instances of a single app. If you decide to go all in on UWP, you can’t view multiple Word Documents, you can’t run Multiple Powerpoints, nor can you open multiple Excel Workbooks, you’re stuck with single instance versions of all.

This is a limitation of UWP by design, though Microsoft allows a workaround of sorts. By design, you may not run more than a single instance of any app, Microsoft currently allows developers to showcase different views and windows at the same time, however, with the disadvantage that when the main app is killed – so are the others. This is how the many Universal Windows apps that allow you to run them in multiple windows work.
As I found out recently trying to compare binary files in Notebook++
The Photos app also does not allow the comparing of photos!

Everything you need to know about Windows 10 recovery drives
Here’s how you create one and what it can do for you.

First, obtain an 8GB to 16GB USB key(drive). Next, go into Windows’ Control panel (right-clicking the Windows icon is the easiest way) and type create a recovery drive into the search bar. The manual method would be to go to System & Security > Security & Maintenance > Recovery.

windows 10 recovery drive create a recovery drive (erases anything currently on it!)
You may need to enter your admin password to go further. In the resulting dialog box, check the box labeled Back up system files to the recovery drive.

With your recovery drive created, you’ll have to boot from it in order to use it. How your PC boots from USB varies according to your PC’s age and motherboard, but typically you can press one of the F-keys during boot to arrive at a boot selection window. From there you select the USB key you're using, and it should proceed to boot from the recovery drive.

Again tried to upgrade 32 bit laptop to 1607 from 1511 and Chrome browser

Used Windows Upgrade Assistant
After upgrade I also installed latest1607 updates available to no avail.

How Windows Defender “Block at First Sight” Cloud Protection Feature works?
Windows Defender’s robust cloud-based protection, on the other hand, uses heuristics, machine learning model, and does detailed analysis at the backend to determine if a file is malware.

Windows Defender cloud-based protection or “block at first sight” feature is by default enabled. If you’ve turned off cloud protection option in Windows Defender due to “privacy” concerns, you better watch the demo by Windows Defender Engineering team, which shows how effective cloud protection can be.
Windows 10 Version 1607 runs Windows Defender along side of other AV programs,
Version 1511 does not and will not run Defender with other AV programs installed!

Report: Windows 10 is less secure than Windows 7 with EMET
Since Windows 10 includes mitigation features that EMET administrators have come to rely on such as DEP, ASLR, and Control Flow Guard (CFG) along with many new mitigations to prevent bypasses in UAC and exploits targeting the browser, Microsoft has decided to stop supporting EMET after July 31, 2018.

According to a report from Carnegie Mellon University security researcher, a Windows 10 device is less secure than a Windows 7 device with EMET running on it. His report claims that Windows 10 does not provide the additional protections that EMET does and EMET is still an important tool to help prevent exploitation of vulnerabilities. Check out the table below,
How to Add “Open with Notepad” to the Windows Context Menu for All Files
If you don’t feel like diving into the Registry yourself, we’ve created a couple of registry hacks you can use. The “Add Open With Notepad to Context Menu” hack creates the keys you need to add the “Open with Notepad” command. The “Remove Open With Notepad from Context Menu (Default)” hack deletes those keys, removing the command and restoring the default. Both hacks are included in the following ZIP file. Change Wi-Fi Network Connection Priority in Windows 10
Using Netsh command-line to change Wi-Fi priority or using the Wlan10 Utility
Windows 10 reaches 24% of OS share in November
Microsoft’s biggest problem with Windows 10’s expansion still appears to be Windows 7. The OS is still regarded as one of the most stable and feature packed versions of Windows, so it makes sense that users of Windows 7 would want to stick to the tried and tested Windows 7. While it has lost some marketshare, it still remains the dominant OS on PCs with 47.17% of users using it.

Windows 8.1 has also lost some marketshare, possibly due to more users upgrading to Windows 10.
Microsoft shareholders express fear that the company is abandoning mobile
Users aggrieved at Microsoft-developed apps coming to Android and iOS first.

The meeting, which started with a request to "silence all Windows Phones and devices," gives the company's owners a rare opportunity to grill CEO Satya Nadella, and among the audience were some dedicated Windows Phone fans. One such Windows Phone-using shareholder, Dana Vance, expressed his surprise that Microsoft had released apps such as its Pix photo app and Outlook apps for Android and iPhone, but not its own platform. Vance is also an owner of the Band fitness wearable, and he alluded to claims that development of the device has been halted. With Microsoft appearing to downplay these two consumer-facing devices, he asked Nadella to explain the company's plans for consumer devices.
Set Ethernet Connection as Metered in Windows 10
Windows 8 and 10 allows you to set a Wi-Fi connection as “Metered” connection, but no such GUI option exists for Ethernet networks.

If your Ethernet connection is capped, you can still set it as a metered connection to reduce data usage by the Operating System and the Apps. But it takes a registry edit to set an Ethernet connection as metered.

When you set a connection as metered, Windows Update won’t automatically download updates. You’ll need to click the “Download” button manually to install updates. Also, Windows Store won’t update apps automatically. And, in Windows 10, the Spotlight feature may stop working — it may not fetch new images for your Lock Screen.
How to Take Ownership of Registry Keys And Assign Full Permissions
Certain areas of the Windows Registry cannot be accessed due to the Permissions assigned (or lack thereof) for those keys. There are legitimate cases where you need to access a registry key to modify or retrieve a setting, and receive Access is Denied or similar errors when doing so. Some of the errors you may encounter are:

Error Creating Key

<key name> cannot be opened. An error is preventing this key from being opened.
Details: Access is denied.

Cannot create key: You do not have the requisite permissions to create a new key under <key name>.

To get access to a registry key, you’ll need to change or take ownership and then assign full control (or the required) permissions for your user account. Here are the instructions to do the same in Windows.
