First Impression Erm... How do you explain this game? How about this: Take Sim City, make it SUCK, and you've got Colony. :)
What It's Like Everyone has played Sim City. It's a game where you act as the 'god' of a city. You manage the finances, buildings, roads, waterways, public health, happiness, welfare, police, fire fighters, electricity and everything else that has to do with running a city. This program is basically a dumb-downed version of Sim City with crappy graphics, bad AI and okay stat routines, but not nearly complex enough to make it realistic. You basically just select where you want to build something and build it. The variables don't matter (you can't win or lose), but the object is to make all of the variables seen at the bottom of the screen high.
Other things you should know Tek's Tile Engine, the engine that runs just about every QBASIC program is the base of this program. It has the little variable bar on the bottom added, but is basically a map editor for Tek's Tile Engine. It isn't fun or anything like that. Read the read me file for more info.

Graphics This program's graphics are boring, simple, sparesly colored, almost meaningless, and just plain suck. Take a look at them, and I'm sure you'll agree.

Flexibility/Features This is getting four stars out of pity, but it does have some hidden secrets and stuff that is not mentioned in the readme file. Ask the programmer who refers to himself as 'EvilBeaver' for the time being put secrets in. You might find some by experimenting with key presses. I found one (I think). This game also uses a semi-complex form of determining the variables printed at the bottom of your screen.

Gameplay/Control Really boring, just like the game. As you can see in the third screenshot, I began using it as a drawing program instead of as a game after a few minutes. :) I think that if you had the source, you could make it a map editor for your game, because that is what it basically is.

Overall Impression This game is not the best. It was just a try at making a good game by a newbie who needed more experience before attempting to make the program. That makes the game pretty damn good if you think about it. It's really up to you if you want it. Besides, you can always use it as a drawing program. :)
